Эти средства должны устанавливаться и эксплуатироваться ОВО для тех правообладателей, у которых нет постоянных средств или которые не могут справиться с пиковыми нагрузками. Они должны быть доступны на какие-либо фиксированные периоды времени, а плата за них должна взиматься в соответствии с тарифным справочником для вещателей. Право бронирования должно быть у всех правообладателей, но ни один правообладатель не может монополизировать это право. В случае споров сами правообладатели обязаны помогать ОВО в распределении средств. Количество оборудования и линейного персонала регулируется в соответствии с потребностями, однако в принципе должно планироваться использование, как минимум, следующего:
• несложных средств монтажа видеоматериалов;
• комментаторских кабин для обеспечения возможности комментирования мероприятий, транслируемых в прямом эфире, а также ежедневных обзоров некоторых мероприятий;
• стоячих мест;
• устройств считывания с магнитной ленты.

bookable technical facilities
These facilities must be installed and operated by the OBO for rights holders who do not have permanent facilities or who are unable to cope at peak periods. They must be available for fixed periods, and their use charged according to the broadcast rate card. Booking rules must be open to all rights holders, but no rights holder may monopolize the facilities. In the event of disputes, rights holders shall assist the OBO in allocating the facilities. The amount of equipment and operational staff is adjusted according to demand, but in principle the following facilities must be planned as a minimum:
• simple video editing facilities;
• commentary positions, to enable commentaries to be made on events transmitted live as well as on edited daily summaries of certain events;
• stand up positions;
• tape playback.
